NHTSA received a petition on or about July 18, 2022, requesting that Federal Motor Vehicle Safety Standard (FMVSS) 141 be applied to all electric and hybrid vehicles operating in the United States. The petition can be reviewed at NHTSA.gov under ODI Number 11486072. FMVSS 141 establishes performance requirements for pedestrian alert sounds for motor vehicles. The standard applies to hybrid and electric vehicles that have a gross vehicle weight rating of 4,536 KG or less or are defined as low-speed vehicles. The standard became fully applicable to all such vehicles manufactured on or after March 1, 2021.On January 27, 2023, NHTSA opened Defect Petition (DP) 22-005 to evaluate the subject matter described in the petition. On June 24, 2023 and as supplemented on June 25, 2023, the petitioner notified NHTSA he was withdrawing his petition. The petitioner indicated that, based on his review of data, there is no justification for asserting potential benefits that could be derived from actions sought by my petition. Based on the petitioner's withdrawal, DP22-005 is closed. Closure of this DP does not represent a determination by NHTSA regarding the subject matter of the petition.

IN A LETTER DATED AUGUST 27, 2008, GENERAL MOTORS CORP. (GM) NOTIFIED NHTSA THAT IT WILL CONDUCT A SAFETY RECALL (NHTSA RECALL NUMBER 08V-441) TO ADDRESS A SAFETY RELATEDDEFECT THAT CAN RESULT IN ENGINE COMPARTMENT FIRE IN APPROXIMATELY 850,000 VEHICLES EQUIPPED WITH A HEATED WINDSHIELD WASHER FLUID OPTION.THE SUBJECT VEHICLES OF THIS INVESTIGATION COMPRISE OVER THREE-QUARTERS OF THE RECALL POPULATION. ACCORDING TO GM, A SHORT CIRCUIT ON THE PRINTED CIRCUIT BOARD FOR THE WINDSHIELD WASHER FLUID HEATER MODULE MAY OVERHEAT THE CONTROL-CIRCUIT GROUND WIRE. THIS MAY CAUSE OTHER ELECTRICAL FEATURES TO MALFUNCTION, CREATE AN ODOR OR CAUSE SMOKE AND IN RARE CASES IT MAY CAUSE A FIRE.AS A REMEDY, GM DEALERS WILL INSTALL A WIRE HARNESS WITH AN IN-LINE FUSE. IN RESPONSE TO AN INFORMATION REQUEST LETTER SENT BY THE OFFICE OF DEFECTS INVESTIGATION(ODI) DURING PRELIMINARY EVALUATION PE08-010, GM PROVIDED ODI WITH 41 ALLEGATIONS OF NON-CRASH ENGINE COMPARTMENT FIRES INCLUDING 16 ALLEGATIONS OF FIRES ORIGINATING WITH THE IGNITION IN THE OFF POSITION.ONE OF THE FIRES WAS DETERMINED TO BE CAUSED BY AN ARSON EVENT.ODI HAS ALSO RECEIVED 5 REPORTS, 4 OF WHICH ARE OF DUPLICATIVE OF REPORTS PROVIDED BY GM, ALLEGING NON-CRASH ENGINE COMPARTMENT FIRES IN THE SUBJECT VEHICLES.IN TOTAL, ODI IS AWARE OF 41 NON-CRASHENGINE COMPARTMENT FIRES IN THE SUBJECT VEHICLES THAT ARE UNRELATED TO ARSON.EIGHT OF THE 41 FIRE ALLEGATIONS ALSO ALLEGE PROPERTY DAMAGE AS A RESULT OF THE FIRES.THIS PRELIMINARY EVALUATION HAS BEEN UPGRADED TO AN ENGINEERING ANALYSIS (EA08-010) TO FURTHER ASSESS THE SCOPE, FREQUENCY, ORIGIN AND CAUSE OF THE ALLEGED NON-CRASH RELATED ENGINE COMPARTMENT FIRES IN THE SUBJECT VEHICLES.

“OTA update GM N25-250380 caused significant problems. Blinker tone and other safety tones are erratic. Infotainment system is erratic. Constant reboots while driving causing distractions. Camera screens will freeze on screen while driving down interstate. It may be affecting other systems as well since everything is erratic and buggy now.”

“The radiator began leaking due to the fact it was falling out of the vehicle. The bolts holding it in became loose and just fell out. No lights or warnings were displayed on the dash to announce an issue was occurring even though the fluid levels had clearly dropped.”

“Front blind spot visibility is dangerous and GMC does not provide a forward facing camera standard. Blind spot warning also not standard and visibility is subpar.”

“Bose radio randomly goes to maximum volume and you cant turn if off. This has happened twice and nearly cause wrecks each time trying to get out of traffic to turn the vehicle off.”
