On February 21, 2022, the Office of Defects Investigation (ODI) opened Preliminary Evaluation (PE22003) to assess reports of inadvertent activation of the Collision Mitigation Braking System (CMBS), an automatic emergency braking (AEB) system, in model year 2017-2019 Honda CR-V and 2018-2019 Honda Accord vehicles. The reports allege that activation of the AEB system occurs while driving with no apparent obstruction in the vehicle's forward path, resulting in sudden vehicle deceleration. Honda indicated that they were aware of a total of X,XXX reports that may relate to the alleged defect. Honda provided analysis of the alleged defect and alleges that some customers possibly had an inadequate understanding of the CMBS and its limitations. However, many consumer complaints allege that Honda dealerships were unable to reproduce the condition or state that they were informed that this is considered normal CMBS operation. To date, ODI has received a total of 1,294 consumer complaints of inadvertent activation of CMBS in 2017-2022 Honda CR-V and 2018-2022 Honda Accord vehicles. A total of 31 complaints alleged a crash and 50 alleged an injury. The Total column in the Failure Report Summary removes duplicate reports and shows the total number of reports with unique VINs from all Manufacturer, ODI, and EWR data sources. SUMMARY OF INFORMATION FROM MANUFACTURER:INFORMATION FROM HONDA RELEVANTTO THIS PE WAS PROVIDED BY LETTER DATED 8 SEPTEMBER AND A PRESENTATION TONHTSA ON 2 OCTOBER.HONDA HAS ISSUED NO TECHNICAL SERVICE BULLETINS OROTHER NOTIFICATIONS TO DEALERS RELATING TO FUEL FLOW AND DELIVERY, THROTTLECONTROL, OR ENGINE MALFUNCTIONS THAT MAY RESULT IN UNINTENDED SUDDENACCELERATION.THE AFFECTED VEHICLES ARE EQUIPPED WITH A CARBURETOR DESIGNWHICH, ACCORDING TO HONDA'S EVALUATION, WILL NOT PERMIT ENGINE RPM TOEXCEED A FAST IDLE CONDITION OF 2000 RPM WITHOUT DRIVER ACTUATION OF THETHROTTLE. “I feel like my car should be under recall it’s so many other who experiencing the same thing. all of my lights are on, on the dash. Check engine light down to my cruise control not working. as I drive it’s stalling and jerking. I went to the dealership to have my spark plugs and my fuel injectors replace and it started back doing the same thing. Spent thousands just to be going through the same exact thing.”

“All of the warning lights are on. The Adaptive Cruise Control, E parking brake, Tire pressure monitor, Brake System Performance, Vehicle Stability Assist, Electric power steering lights are all currently on. Brakes did not engage properly when braking. I had to swerve out of the way to avoid a collision.”

“While driving at 70 mph on freeway, driver experienced a sudden loss of power/rapid deceleration with no throttle response and no acceleration. Vehicle drivetrain seemed to be disengaged. TCM Gauge control error indicated on dash, also indicated on dash: ACC Adaptive cruise control system problem, collision mitigation breaking system problem, road departure mitigation system problem.”
